Biography

Jordana Harris Feldman is a nationally recognized expert in the design, implementation, and administration of high-profile, high-stakes, emotionally charged victim compensation programs. She has established protocols to resolve claims and compensate victims of mass tragedies in court. Jordy served as the independent, neutral Administrator of the Epstein Victims’ Compensation Program, a voluntary program designed to resolve sexual abuse claims against the estate of Jeffrey Epstein. She had exclusive decision-making authority in evaluating claims and overseeing the claims-processing operations, distributing $125 million to eligible claimants. Previously, she was the Deputy Special Master of the September 11th Victim Compensation Fund, which was an unprecedented federal program administered by the U.S. Department of Justice’s Civil Division to compensate thousands of victims who died, sustained injuries, or became ill due to the September 11th terrorist attacks. Jordy worked with the VCF for ten years, playing a key leadership role in developing policies, presiding over hearings for victims' families, and determining thousands of claims valued at a total of $20 billion since its inception. Drawing on her experience, she developed a first-of-its-kind law school course that explores independent claims programs designed to operate as alternative dispute resolution mechanisms to compensate victims of mass tragedies outside of the traditional litigation system.
