Biography

Julilly Kohler-Hausmann studies the United States with a particular focus on political, legal, social, and women’s history, especially during World War II. Her research explores how political culture and law interact to shape conceptions of civic belonging and the state’s responsibility in managing inequality. Her book, 'Getting Tough: Welfare Imprisonment in 1970s America,' chronicles the efforts in that decade to enact 'tough' welfare, drug, and anti-crime laws. It examines the relationship between the diminishing welfare state and the burgeoning penal system, highlighting persistent racialized civic hierarchies in late twentieth-century America. Currently, Kohler-Hausmann is writing the history of U.S. democracy following the 1965 Voting Rights Act, centering on those individuals who are often assumed to participate politically: the voters. She is researching issues pertaining to felon disenfranchisement, voter fraud, registration requirements, and campaign finance regulations, as well as voting rights for immigrants and residents of Puerto Rico, Washington D.C., and U.S. territories to illuminate the competing visions of legitimate democratic governance during this era.
