Biography

Justin McCaul is a descendant of the Mbarbarum Traditional Owners from far north Queensland. He joined the Australian National University (ANU) College of Law as a Research Associate and PhD Candidate in February 2019. He completed his Masters in Global Media Communication at the University of Melbourne in 2018. With more than 20 years of experience in Indigenous policy advocacy and international development, he has worked with various international and national organizations including the World Bank and UNDP in Cambodia, focusing on rural development and biodiversity conservation projects involving Indigenous groups. He also collaborated with the Australian Conservation Foundation (ACF) and Bush Heritage Australia on initiatives supporting native title holders and establishing funding for Indigenous ranger groups. From 2014 to 2017, Justin served as the National Manager of Oxfam Australia's Aboriginal Torres Strait Islander Peoples Program, concentrating on policy development and advocacy campaigns regarding Indigenous health and incarceration issues. Additionally, he has researched for the National Native Title Council, addressing the challenges faced by registered native title bodies corporate (RNTBC) in leveraging native title rights for economic development.
