Biography

Kathleen Sullivan, Esq. is the Managing Attorney at Citizens Concerned Children, Inc., where she represents children in Tompkins County and Cortland County through various legal proceedings including neglect and abuse cases, custody issues, PINS, and Juvenile Delinquency Proceedings. She is a key member of the Tompkins County Family Treatment Court team, which focuses on innovative approaches for parents with substance abuse issues, a model that has been adopted statewide. Prior to her current position, Kathleen was the Chief Attorney at the Cortland County Department of Social Services for nearly five years. Her legal background also includes work in private practice with firms such as Pomeroy, Armstrong, Casullo & Monty, LLP in Cortland, New York, and Burns & Levinson, LLP in Boston, Massachusetts. Kathleen is an alumna of New England Law Boston, where she earned her law degree, and also holds a Master’s degree in Social Work from Temple University in Philadelphia, Pennsylvania. Furthermore, she completed Bachelor's degrees in Social Work and Spanish from Niagara University in Niagara Falls, New York. Before pursuing her law career, Kathleen worked in the child welfare sector for ten years, which included roles with provider agencies and as a child protective caseworker. In 2018, she was designated as a Child Welfare Law Specialist by the National Association of Counsel for Children and serves on the Board of Directors for the New York State Association of Treatment Court Professionals and REACH Medical, an organization focused on health equity in relation to substance use disorders.
