Biography

Kathy E. Manning served in the U.S. House of Representatives from 2021 to 2025, representing North Carolina’s 6th Congressional District. She was the Vice Ranking Member of the House Foreign Affairs Committee and the Vice Chair of the Subcommittee on the Middle East, North Africa, and Central Asia. Manning also served on various other subcommittees, focusing on education, health, and labor issues. She co-chaired the House Bipartisan Task Force to Combat Antisemitism and authored the Countering Antisemitism Act. A strong advocate for women’s reproductive rights, she introduced the Right to Contraception Act. In her role, Manning worked on policies concerning women's health and education, and she chaired the New Democratic Coalition’s Workforce Development Task Force. Before her congressional career, she was an immigration attorney, with experience in litigation and founding her own firm. Manning has also held leadership positions in several national nonprofit organizations, including chairing the national board of the Jewish Federations of North America. She has been involved in local economic development projects, including the construction of the Tanger Center for the Performing Arts in Greensboro. Manning holds degrees from Harvard University and the University of Michigan Law School.
