Biography

Kim Kotlar brings over 40 years of national security experience, having held diverse executive leadership positions within the U.S. Congress, National Security Agency (NSA), Intelligence Community, and the Department of Defense (DoD). Currently, he serves as a strategic consultant for the North Carolina Defense Technology Transition Office under the Economic Development Partnership North Carolina. In his free time, Kim mentors graduate and undergraduate students at Duke University and coaches the Duke Cyber Club. He enlisted in the U.S. Navy in 1977 and subsequently obtained a commission as a Cryptologic Officer. Throughout his 20-year naval service, he served as a senior staff officer to the Assistant Secretary of Defense for Command, Control, Communications, and Intelligence and as the Director of the NSA. His positions have involved the development, coordination, and guidance of implementation plans and policies that directly impacted national cyber operations planning and execution.
