Biography

Kirk J. Stark is the Barrall Family Professor of Tax Law and Policy at UCLA Law School, where he has been a faculty member since 1996. He teaches courses in Federal Income Taxation, Distributive Justice, State and Local Taxation, and Property Law. Professor Stark coordinates the UCLA Colloquium on Tax Policy and Public Finance, an interdisciplinary workshop focusing on significant taxation research. He has been recognized as Professor of the Year by law school graduating classes in 1999, 2002, and 2009, and received the University Distinguished Teaching Award in 2003 along with UCLA Law School's Rutter Award for Excellence in Teaching in 2008. His research centers on public finance and taxation, particularly focusing on state and local tax policy within the framework of U.S. fiscal federalism. He has addressed issues like fiscal disparities between states and the federal government's role in state tax reform, as well as the distribution of fiscal responsibilities among different government levels. Stark is also an accomplished author, having penned significant works such as 'Federal Income Taxation', and 'State Local Taxation', and he regularly testifies on tax policy matters before the California state legislature. In addition to his contributions at UCLA, Stark was a visiting professor at Harvard Law School and served as Vice Dean for Faculty Development at UCLA Law School from 2010 to 2013.
