Dr. Lara Fowler

Biography

Professor Lara Fowler is an attorney, mediator, and facilitator working at the intersection of law, science, and communities. She focuses on challenging questions related to energy, food and agriculture, water, climate, community resilience, and sustainability. In addition to teaching and research, she serves as the faculty advisor for Dickinson Law’s Alternative Dispute Resolution student group, and has held various advisory roles, including Vice President of the Chesapeake Bay Journal. As a faculty member at Penn State since 2012, she has contributed to the university’s sustainability initiatives, amplifying sustainability-related actions in education and operations, and engaging with external partners. Professor Fowler has led interdisciplinary research efforts and has been involved in numerous significant research projects funded by various governmental and scientific organizations. Her research interests span Agricultural Law, Climate Law, Energy Law, Environmental Law, Mediation, Negotiation, Sustainability, and Water Law. She emphasizes helping students understand the real-world implications of legal topics through her courses, which support community capacity building. Her portfolio includes substantial supervision of independent studies and thesis work for master's and Ph.D. students.
