Dr. Lawrence Baxter

Biography

Lawrence G. Baxter is a Professor Emeritus at Duke University School of Law, where he has contributed significantly to the fields of law and finance since his tenure began in 1986. He has served as the Vice Chair of the North Carolina Innovation Council and has been actively involved in the Regenerative Crisis Response Committee. Baxter has extensive experience in regulatory environments, having published widely on topics such as U.S. federal and state administrative law, global banking regulation, comparative law, and constitutional law. His academic career started at the University of Natal in South Africa, and he has been a consultant for federal agencies advocating for reform in financial institution supervision. Baxter led major initiatives at Wachovia Bank, where he was pivotal in developing online banking solutions and enhancing customer services. His teaching focus includes regulatory reform and global banking regulations, and he has engaged with students through innovative programs that address the financial services landscape post-crisis. Baxter holds an LLB and BComm from the University of Natal, a PhD in Law and Government Regulation, and a Diploma in Legal Studies and LLM from the University of Cambridge.
