Biography

Leigh Sarty is an Adjunct Professor at the Institute of European, Russian and Eurasian Studies at Carleton University. He earned his Ph.D. from Columbia University in 1991, specializing in the Department of Political Science and the Harriman Institute for Advanced Study of the Soviet Union. Sarty is a proud alumnus of EURUS, having completed his M.A. in 1985. After his doctoral studies, he completed postdoctoral work at the University of Toronto and at Carleton University's NPSIA. He joined the Department of External Affairs in 1993 and has held various positions, serving abroad at the Canadian Embassy in Moscow and Beijing. His roles included Second Secretary and Deputy Head of Mission in Moscow and Counsellor Head of the Political Section in Beijing. In Canada, Sarty served as Director for Russia and Eastern Europe and later as Director General for Europe. He was appointed as a Global Affairs Canada Scholar in Residence in 2018, focusing on policy work and independent research regarding Russia and China and the evolution of the rules-based international order. He has contributed to scholarly articles on Canadian foreign policy and has taught seminars on contemporary world politics, particularly the relationship between China and Russia.
