Biography

Leo Tsao is a Lecturer at Harvard Law School, where he teaches Corporate Criminal Investigations. He is also a partner at Paul Hastings LLP, focusing on internal corporate investigations, defense in criminal and regulatory enforcement actions, and compliance counseling. Tsao has extensive experience representing corporate clients in various matters, including white-collar offenses, anti-money laundering, and economic sanctions. In 2024, he was selected by the U.S. Department of Justice as an independent compliance monitor for a corporate deferred prosecution agreement. With 17 years at the Department of Justice, Tsao held senior positions, including Principal Deputy Chief of the Money Laundering and Asset Recovery Section, where he led enforcement efforts against financial institutions under the Bank Secrecy Act. He has worked closely with domestic regulators and law enforcement on issues involving cryptocurrency and Fintech. Tsao is recognized for his contributions to the development of enforcement policies in corporate investigations and compliance. He has authored a legal casebook on Corporate Criminal Investigations and has received the Assistant Attorney General’s Award for Exceptional Service twice. Tsao graduated magna cum laude from Cornell Law School and clerked for the Honorable Robert Boochever in the U.S. Court of Appeals for the Ninth Circuit.
