Dr. Lily Batchelder

Biography

Lily Batchelder is the Robert C. Kopple Family Professor of Law at New York University School of Law, where she is recognized as one of the nation’s leading voices in tax law policy. In addition to her role at NYU Law, she is an affiliated professor at the NYU Wagner School of Public Service and serves as the faculty director of the Furman Public Policy Program. Batchelder co-founded and co-directs the Tax Law Center at NYU Law, focusing on ensuring that public interests are represented in the field of taxation. Her scholarship addresses a wide range of topics within taxation and social policy, including the taxation of high-income individuals, the design of tax expenditures, business tax reform, inheritance taxation, and the optimal tax theory. Batchelder has published extensively in major journals and books, with her work frequently cited by academics and policymakers. She has a robust history of advising legislative bodies on fiscal policy and has testified before Congress. In 2021, she was confirmed by the Senate as the Assistant Secretary for Tax Policy at the U.S. Department of the Treasury, where she played a key role during the Biden administration in advancing significant tax reforms. Batchelder has an impressive educational background, having earned her AB with honors from Stanford University, an MPP from the Harvard Kennedy School, and a JD from Yale Law School.
