Biography

Lou Rulli possesses extensive experience in public interest law, civil forfeiture, legislation, ethics, and clinical legal education. He has been a prominent advocate for access to justice for the underprivileged and has written and lectured extensively on related topics. From 2008 to 2018, Rulli served as the Director of the Gittis Center for Clinical Legal Studies and has been a long-time Director of the Civil Practice Clinic, as well as the founder of the Legislative Clinic at Penn Carey Law. Prior to joining the faculty, he was the Executive Director of Community Legal Services in Philadelphia and has held numerous leadership positions, including being a founding member of the Pennsylvania Lawyer Trust Account Board (IOLTA) and past Chairman of the Philadelphia Bar Association’s Commission on Judicial Selection and Retention. Rulli regularly engages in community service, currently participating in the Association’s Civil Gideon Access to Justice Task Force and the Municipal Court’s Consumer Debt Court Modernization Committee. He has received various awards for his commitment to legal education and pro bono work, including the University-wide Provost’s Award for Distinguished Teaching and the Law School’s Faculty Experiential Teaching Award.
