Dr. Luc Bernier

Biography

Luc Bernier is a Full Professor in Public International Affairs at the University of Ottawa, with a focus on interdisciplinary research regarding administrative reforms, entrepreneurship, and innovation in the public sector, as well as governance and public policies, particularly in international and environmental contexts. He leads the Jarislowsky Chair, emphasizing both field research and quantitative methods to enhance government functionality and promote best practices. His notable affiliations include CIRIEC, CRISES, the Canadian Academy of Management, the Canadian Institute of Public Administration, the American Society for Public Administration, and the International Research Society for Public Administration. Bernier’s academic journey includes a Ph.D. in Political Science from Northwestern University, an M.A. in Political Science from Université Laval, and a Bachelor's degree in Finance from HEC Montréal. His selected publications reflect his expertise in public sector dynamics and policy innovation. He teaches a variety of graduate courses, including topics on democratic government, public policy, public sector management, and governance.
