Maarten studied Business Administration at Rijksuniversiteit Groningen and Public Controlling at Erasmus University Rotterdam. He obtained his PhD in Public Administration in 2016, focusing on the use of performance information in public organizations. His research interests include financial management, performance management, and fiscal policy within various institutional and national contexts. Since 2000, he has worked on financial management in the public sector at local, national, and international levels. In addition to his work at the Erasmus School of Social and Behavioural Sciences, he currently serves as a coordinating researcher for the Netherlands Court of Audit and contributes on an ad-hoc basis to international organizations such as the World Bank and IMF. In 2019, Maarten co-edited and published a book featuring lessons from 14 international case studies on the implementation of performance budgeting. He teaches Financial Management in the master's program in Public Management.
