Biography

Marilou Gagnon is a Professor at the University of Victoria's School of Nursing and an Affiliative Scientist with the Canadian Institute for Substance Use Research. Her research program aims to address knowledge gaps that can inform public debate and policies, especially regarding the health rights of marginalized communities, individuals who use drugs, and those living with sexually transmitted and blood-borne infections. She focuses on the structural determinants of health, social justice, and critical theory, employing qualitative methodologies including grounded theory and situational analysis. Gagnon's work critically examines health-related policies and public health practices through an ethical and legal lens, particularly the intersections of law, rights, and health. She actively studies health, housing, and drug-related policies, the criminalization of HIV non-disclosure, and the challenges faced by those experiencing homelessness. Gagnon is also engaged in grassroots community care initiatives such as overdose prevention sites and advocates for the role of nurses in promoting social justice. She is currently co-leading a program dedicated to supporting nursing whistleblowers and amplifying the voices of nurses within the profession.
