Biography

Matthew D. McHugh, PhD, JD, MPH, RN, CRNP, FAAN, is the Independence Chair in Nursing Education and a Professor at the University of Pennsylvania School of Nursing. He directs the Center for Health Outcomes Policy Research and leads research aimed at understanding the impact of nursing on health policy and outcomes. His significant research contributions have informed policies at the local, national, and international levels, particularly in terms of nurse staffing legislation and the implications of nursing on health care quality and equity. A co-principal investigator on numerous large-scale studies funded by the NIH and AHRQ, his work has been published in leading health policy journals. McHugh has also served on advisory panels for the Centers for Medicare & Medicaid Services and has been an advocate for effective nursing practices that reduce health disparities. He mentors pre- and post-doctoral fellows in nursing outcomes research and teaches health policy courses. His professional achievements include being a Fellow of the American Academy of Nursing and receiving the President’s Distinguished Alumni Award from Gwynedd-Mercy University.
