Biography

Maxim Krupskiy is a Visiting Scholar at the University of Illinois College of Law, specializing in human rights, migration law, and anti-corruption legislation. With over twelve years of law practice in Russia, he has dedicated his career to defending the rights of refugees and civil activists persecuted by Russian authorities, as well as working with NGOs labeled as 'foreign agents.' He has represented applicants in significant migration law cases related to refugees and asylum seekers and participated in cooperation with UNHCR. In addition, Krupskiy has defended dozens of civil activists and has represented well-known nonprofit human rights organizations in court against the adoption of 'foreign agents' laws in Russia. An independent expert, he has prepared more than forty expert opinions in various fields, including migration and environmental legislation. His scholarly contributions have appeared in outlets such as the Fletcher Forum on World Affairs, The Conversation, and Foreign Affairs. Currently, he is conducting research on 'foreign agents' legislation in the context of resilient democracies and the authoritarian mechanisms that suppress civil society.
