Biography

Maxim is a human rights defender and an attorney-at-law with over twelve years of law practice in Russia, focusing on the defense of refugees and civil activists persecuted by Russian authorities. His professional career specializes in the protection of human rights and fundamental freedoms. In 2011, he represented applicants in cases related to migration law, specifically for refugees and asylum seekers, in cooperation with the United Nations High Commissioner for Refugees (UNHCR). In 2014, he defended numerous civil activists who faced persecution for participating in peaceful public events, working on cases before the European Court of Human Rights (ECHR). He has also challenged the laws adopted in Russia that label certain NGOs as “foreign agents.” For the past six years, Maxim has worked as an independent expert, preparing over forty independent anti-corruption expert opinions in various legal fields. His writings have appeared in notable outlets such as Fletcher Forum of World Affairs, The Conversation, Forbes Russia, and Foreign Affairs. Currently, he is a visiting scholar at the Fletcher School of Law and Diplomacy at Tufts University and a non-resident fellow at the George Washington University, conducting research on “foreign agents” legislation from a resilient democracy perspective and studying authoritarian mechanisms used to suppress civil society.
