Dr. Menno Fenger

Biography

Menno Fenger is a professor in Institutional Policy Analysis at the Erasmus University Rotterdam, where he has significantly contributed to the field of Public Administration and Sociology. He completed his Ph.D. in the implementation of social policies in 2001 at the Catholic University Nijmegen, focusing on the complexities of policy change and the social policy domain. Between 2000 and 2006, he served as an assistant professor in the Department of Public Administration at Erasmus University. His expertise led him to a visiting scholarship at the Center for European Studies at Harvard University in 2006, followed by a role as a senior policy advisor at the Dutch Ministry of Social Affairs and Employment from 2006 to 2008. Fenger returned to his teaching and research role at Erasmus University in 2008. His research interests primarily revolve around the implementation of social policies and the challenges associated with policy adaptation. In 2025, he will serve as a visiting scholar at the Ostrom Workshop at Indiana University, continuing his impact in the realm of public policy and administration.
