Biography

Michael S. Barr is the Roy F. and Jean Humphrey Proffitt Professor of Law at the University of Michigan Law School and the Frank Murphy Collegiate Professor of Public Policy at the Gerald R. Ford School of Public Policy. He has been a faculty member at the University of Michigan Law School since 2001 and is an expert in financial regulation and international finance. Barr is a co-founder of the International Transactions Clinic and the Detroit Neighborhood Entrepreneurs Project. His research focuses on empirical studies in financial services and covers a wide range of issues in both domestic and international financial regulation. He has authored several books, including "Financial Regulation: Law & Policy" (Foundation Press) and "Slack: Financial Lives of Low-Income Americans" (Brookings Press). Barr served as the Assistant Secretary for Financial Institutions at the U.S. Department of the Treasury during the Dodd-Frank Wall Street Reform and Consumer Protection Act's development and has held various advisory roles throughout his career. He completed his undergraduate studies at Yale University, earning a BA with honors, and holds an MPhil from the University of Oxford as a Rhodes Scholar. He obtained his JD from Yale University and has also served in clerkships for the Supreme Court and the Court of Appeals for the Southern District of New York.
