Biography

Michael C. Horowitz is the Richard Perry Professor and Director of Perry World House at the University of Pennsylvania. He is a Senior Fellow at the Technology Innovation Council of the Council on Foreign Relations. Prior to his academic career, Horowitz served as the Deputy Assistant Secretary of Defense for Force Development and was the Director of the Emerging Capabilities Policy Office. He is the author of 'Diffusion of Military Power: Causes and Consequences in International Politics', and co-author of 'Leaders at War'. Horowitz has received the Karl Deutsch Award from the International Studies Association for early career contributions to the fields of international relations and peace research. His work has been published in a wide array of peer-reviewed journals and popular outlets. His research interests focus on the intersection of emerging technologies, artificial intelligence, robotics, and global politics, military innovation, the role of leaders in international politics, and geopolitical forecasting methodology. Horowitz has worked at the Office of the Secretary of Defense and was a Council on Foreign Relations International Affairs Fellow. He is a life member of the Council on Foreign Relations.
