Biography

Milton L. Mueller is an internationally prominent scholar specializing in the political economy of information and communication. He is the author of widely cited books and journal articles in areas such as AI governance, Internet governance, cybersecurity, and communications policy, and his work informs public policy at the intersection of technology studies, law, economics, and international studies. Mueller's notable books include 'Declaring Independence in Cyberspace' (MIT Press, 2025), 'Internet Fragmentation' (Polity, 2017), 'Networks and States: The Global Politics of Internet Governance' (MIT Press, 2010), and 'Ruling the Root' (MIT Press, 2002), which provide scholarly accounts of the global governance regime of emerging digital technologies. He has utilized a variety of theoretical tools from institutional economics and historical political economy, alongside qualitative and quantitative methods, to conduct his research.
