Biography

Patricia Hund Zebertavage is a lecturer at Penn Carey Law with extensive experience in National Security law practice, having served as an Associate Division Counsel and Supervisory Special Agent in the Philadelphia Office of the Federal Bureau of Investigation (FBI). With nearly 20 years as a Special Agent and experiences in ten different FBI offices, she has held critical roles such as General Counsel and Chief Division Counsel. Her responsibilities have included oversight of Cyber, Counterintelligence, Counter-proliferation, and Counter-terrorism investigations. Patricia has significant expertise in drafting, authorization, execution, and compliance of Foreign Intelligence Surveillance Act (FISA) applications, contributing to FISA process reform as part of the FBI's Department of Justice (DOJ) working group. In addition to her legal and compliance responsibilities, Patricia has overseen classified prosecutions involving National Security subjects and has taught advanced counterterrorism investigation techniques at the International Law Enforcement Academy in Budapest, Hungary. Patricia is also the FBI Ethics Advisor in her division, providing guidance and training on compliance with legal and ethical standards. Furthermore, she is the Co-Chair of the FBI Philadelphia Diversity and Inclusion Committee, where she plays a key role in planning and organizing training workshops for employees.
