Biography

Dr. Paul Barnes holds a Doctorate in Philosophy focusing on Risk and Organisational Analysis from Griffith University, completed in 1996, and a Bachelor of Science in Environmental Health Sciences from Griffith University, awarded in 1987. He has over 25 years of experience as a public sector emergency management practitioner and academic in risk and crisis management. Currently a Judith Neilson Research Fellow at the University of New South Wales, he also coordinates the Resilient Futures Collective. Previously, Dr. Barnes served at the Australian Strategic Policy Institute, where he established and led the Risk Resilience Program. His experience spans specialist public sector management roles with a focus on emergency risk management and security policy development. Throughout his career, Dr. Barnes has attracted more than $8 million in external grant funding from various sources, including the Australian Research Council and the Defence Science Technology Group. He has completed projects for international organizations, including the Asia-Pacific Economic Cooperation and the European Commission, addressing national risk assessment frameworks. Dr. Barnes actively participates in several international networks, including the World Economic Forum Expert Network and the UN Global Risk Assessment Framework Working Group, and is an Associate Fellow at the Geneva Centre for Security Policy.
