Biography

Paul is a leading authority on delivering major projects. He serves as the Academy Director of the UK's Major Project Leadership Academy, overseeing the development of senior project leaders responsible for the UK Central Government's £834 billion portfolio of strategic projects. He designed and directs the 'Sponsoring Major Projects' programme for UK Government Ministers and the 'Orchestrating Major Projects' programme for Directors General, senior military officers, and CEOs of Arms-Length Bodies. In the 2023/24 academic year, he chaired a committee on military procurement, reporting findings directly to the Defence Secretary. Paul founded Oxford’s MSc in Major Programme Management, playing a pivotal role in shaping the next generation of leaders in complex project delivery. Outside of the university, Paul is the Chair of the Association for Project Management’s Research Advisory Group and was awarded an OBE for his services to project delivery. He joined the Saïd Business School in 2007 after his tenure at Cranfield School of Management. He is a graduate of the University of Warwick, where he earned his BEng (Hons), MSc, and EngD degrees.
