Paul Kaufman is an Adjunct Professor at Penn Carey Law and an Assistant United States Attorney in the District of New Jersey, where he is a member of the Health Care Fraud Unit. Prior to joining the District of New Jersey in November 2022, he served as an Assistant United States Attorney in the Civil Division of the United States Attorney’s Office for the Eastern District of Pennsylvania for fifteen years. Throughout his federal service, Mr. Kaufman has been lead counsel for a range of affirmative matters, prosecuting health care fraud as well as defense contracting fraud against targets that range from individual professionals to Fortune 500 companies. His responsibilities included representing the United States in defensive torts, constitutional torts, and employment program litigation matters. He has also handled a small number of criminal matters and is recognized for his work in various fraud sectors including grant fraud, research fraud, customs fraud, and procurement fraud within the health care and defense contracting industries. In 2009, he served as the Electronic Discovery Coordinator for the U.S. Attorney’s Office and was a member of the sub-committee, chairing the Executive Office of United States Attorneys' Electronic Discovery Working Group. He frequently lectures on electronic discovery and civil practices to federal judges and agencies, and conducts training for Department of Justice attorneys. In 2015, he received the Director’s Award from the Executive Office for his efforts in teaching electronic discovery. Before his tenure at the United States Attorney’s Office starting in 2007, Mr. Kaufman was an associate at Hangley Aronchick Segal Pudlin & Schiller, a Philadelphia-based law firm, and he clerked for the Honorable Bruce W. Kauffman at the United States District Court for the Eastern District of Pennsylvania. He graduated from Yale Law School and honors from the University of Chicago. His academic writing has been published in several prestigious law reviews. Currently, he serves on the executive committees coordinating high school mock trial competitions in Philadelphia and chairs the National High School Mock Trial Championships, which supports high school mock trial for 40,000 students across the United States. Additionally, he is an Eagle Scout and an active adult leader and merit badge counselor in the Garden State Council.
