Biography

Perry Apelbaum is a lecturer at the University of Michigan Law School and has served as senior counsel at the Department of Justice, Antitrust Division since 2021. Before that, he was the deputy assistant attorney general at the Office of Legislative Affairs. With over 30 years of experience at the Justice Department, Apelbaum was also a staffer on the House Judiciary Committee, where he held the position of Democratic staff director and chief counsel for 20 years. In this capacity, he played a vital role in responding to significant presidential impeachments and a series of high-profile congressional investigations. He supervised the first-ever House action to enforce a congressional subpoena in federal court, which led to subsequent enforcement actions during the Trump administration. Apelbaum has led committee staff in various legislative efforts focused on social, criminal, and economic justice, as well as civil rights and immigration issues. Prior to joining the University of Michigan, he was associated with Covington & Burling in Washington, DC.
