Biography

Phil Rourke has over 20 years of experience helping governments and regions around the world design, negotiate, and implement their respective international trade strategies. His work includes direct engagement with senior trade officials in countries such as Russia, China, Jamaica, Barbados, Cuba, Costa Rica, Colombia, Peru, Mozambique, Panama, Georgia, Armenia, Ukraine, and Canada. He has also trained and advised officials from the UK Department of International Trade on negotiation and implementation strategies pertaining to the Government’s transition and adoption program following Brexit. Phil currently teaches trade strategy and trade negotiations as a part-time professor at the Faculty of Law at the University of Ottawa and serves as a graduate-level lecturer at the Norman Paterson School of International Affairs at Carleton University, as well as at the University of the West Indies in Barbados.
