Biography

Phillip Y. Lipscy is a professor of political science at the University of Toronto, where he serves as the Chair of Japanese Politics and Global Affairs and the Director of the Centre for the Study of Global Japan. In addition to his primary role, he is cross-appointed as a professor in the Faculty of Law at the University of Tokyo. His research focuses on various substantive topics, including international cooperation, international organizations, and the politics of energy and climate change, particularly in the context of East Asia and financial crises. He has published extensively on Japanese politics and foreign policy, including his book 'Renegotiating World Order: Institutional Change in International Relations' published by Cambridge University Press, which analyzes how countries are seeking greater international influence through reforms in international organizations. Before joining the University of Toronto, Lipscy was an assistant professor of political science at Stanford University. He earned his PhD from Harvard University and holds an MA in international policy studies and a BA in economics and political science from Stanford University. He is affiliated with the Program on United States-Japan Relations at Harvard University and the Initiative on Sustainable Energy Policy at Johns Hopkins SAIS.
