Biography

Pierre Guimond is an expert in residence at the École supérieure d’études internationales (ESEI). Prior to joining ESEI, he served as a minister-counsellor and head of the foreign policy service at the Canadian embassy in Paris. Guimond began his career in 1979 with Québec’s Ministère des Affaires intergouvernementales and joined the Canadian Foreign Service in 1987. His career included postings in Prague, Bonn, and Vienna, and he served as Canada’s ambassador to Budapest from 2007 to 2010. In headquarters, he held positions as a desk officer in the Political Strategic Analysis Division, as well as in the USSR and Central Eastern Europe Division. He was the deputy director for the European Union Division and served as a senior ministerial assistant to Foreign Affairs Minister Bill Graham. Additionally, Guimond has worked as a director for the European Union, Eastern Europe, and Balkans, and was involved in policy planning, advising on foreign defence policy at the Privy Council Office.
