Biography

Rachel Murray is the Director of the Bonavero Institute of Human Rights and a Professor of International Human Rights Law. She joined the Institute in October 2025, prior to which she was the Director of the Human Rights Implementation Centre at the University of Bristol, a position she co-founded with Professor Sir Malcolm Evans in 2009. Rachel's professional and academic work focuses on interconnected areas such as the African human rights system, monitoring detention places, and implementing human rights decisions—a project funded by the Economic and Social Research Council (ESRC). Her team received the ESRC Outstanding International Impact Prize in 2023. Rachel has published extensively for both academic and practitioner audiences and has run her own independent consultancy, working with organizations including the United Nations, OSCE, and the Open Society Justice Initiative. She has advised numerous national, regional, and international organizations, particularly the African Commission on Human and Peoples' Rights and the African Court. Rachel has collaborated with various government entities, national human rights institutions, and civil society groups, and has served in several trusteeship positions. Additionally, she has been involved in drafting guidelines and standards for the implementation of human rights decisions.
