Biography

Rachel Werner, MD, PhD, is the Executive Director of the Leonard Davis Institute of Health Economics at the University of Pennsylvania and holds the position of Professor in the Department of Medicine at the Perelman School of Medicine. She is also the Robert D. Eilers Professor in Health Care Management at the Wharton School. With over 15 years of experience, Dr. Werner has established a foundational research program that examines the effects of health care policies on delivery systems. Her work utilizes methods designed to draw causal inferences from observational data and investigates the unintended consequences of quality improvement incentives. She has found that public reporting of quality information can exacerbate racial disparities within health care settings. Dr. Werner's research has been published in high-impact, peer-reviewed journals such as JAMA and Health Affairs, and she has been influential in shaping research policy as a member of various advisory committees for state and federal governments, as well as research foundations. Furthermore, she serves as a core investigator at the VA HSR&D Center for Health Equity Research and Promotion, directing four national centers that evaluate the effectiveness of VA's medical home initiatives. Her contributions to the field have earned her several accolades, including the Alice Hersh New Investigator Award from AcademyHealth and the Presidential Early Career Award for Scientists and Engineers. She is an elected member of the National Academy of Medicine.
