Biography

Radhika Kapoor serves as a Clinical Supervising Attorney at the Human Rights Clinic at UC Berkeley Law, where she supervises projects in collaboration with United Nations human rights experts, grassroots NGOs, and civil society coalitions. Prior to joining the clinic, she was a fellow at the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC). Radhika’s practice has spanned a range of public international law matters, focusing on the use of force by states, the international legal regulation of armed conflict, and the legal framework governing principled humanitarian action. Her projects have included co-authoring a detailed legal guide on the interpretation and implementation of humanitarian exemptions in sanctions regimes and documenting Security Council decisions related to the natural environment. She has also highlighted the legal implications of states' humanitarian policies and supervised student contributions to HLS PILAC’s work. Previously, Radhika served as assistant counsel at the Public International Law Policy Group, where she managed the implementation of international legal projects and advised states, opposition groups, and civil society actors on peace negotiations, transitional justice, and universal jurisdiction. Her experience includes assisting in the Prlic et al. decision at the International Criminal Tribunal for the former Yugoslavia.
