Biography

Rehema Msulwa is an Associate Professor of Major Programme Management at the Saïd Business School, University of Oxford. She is a Hugh Price Fellow at Jesus College. Prior to joining the School, Rehema was an infrastructure consultant with Agilia Infrastructure Partners and held postdoctoral research associate positions at the University of Cambridge, the University of Bath, and the University of Manchester. She received her PhD in Business Management from the University of Manchester and has a master’s degree in Management of Implementation and Development Projects (MSc). Additionally, Rehema has a master's degree in Applied Economics (MCom) and a bachelor's degree in Economics and Finance (BCom) from the University of Cape Town. Her expertise lies in organisational theory, institutional theory, and collective action related to infrastructure change. Rehema's research focuses on organising collective action for major transport, energy, and water and wastewater programmes. She develops theories that expand existing conceptualisations of major programmes by drawing insights from management, economics, and public policy. Her work explores decision-making, governance, and behaviours in inter-organisational settings, particularly how actors with divergent objectives and values interact. Furthermore, Rehema is actively engaged in translating academic research into practice and policy, having worked as a consultant with infrastructure authorities and practitioners in the UK, India, Nigeria, and the African Development Bank in Côte d’Ivoire.
