Dr. Richard Giguère

Biography

Richard Giguère is a retired brigadier-general and a visiting professor at Université Laval, specializing in defense and international security issues. He has over 35 years of varied experience in the Canadian Army, primarily with the infantry Royal 22nd Regiment. His career included operational deployments in various environments such as Germany, the Oka crisis, Haiti, Kabul, and Kandahar. He has also held significant diplomatic positions, including serving as a military attaché in Washington. In addition to his operational roles, Giguère has commanded the Battalion of the Royal 22nd Regiment, the Québec Citadelle, the Land Force Quebec Area (now 2nd Canadian Division), and Joint Task Force East. He served at the Canadian Forces College in Toronto, where he was involved in preparing senior Canadian and foreign military and civilian leaders to address complex defense and security challenges. Giguère is a graduate of the École de Guerre in Paris and completed operational training at the Joint Combined Warfighting School in Norfolk, Virginia. He is a research associate at the International Centre for the Study of the Profession of Arms (ICSAO), affiliated with the Royal Military College Saint-Jean.
