Biography

Richard L. Kaplan is the Guy Raymond Jones Chair Law Emeritus Professor at the Department of Biomedical and Translational Sciences, Carle Illinois College of Medicine. He graduated with highest honors from Indiana University and earned a JD from Yale University. Kaplan began practicing law at Houston's Baker & Botts, focusing on U.S. tax implications of international transactions before joining the faculty in 1979. He is an internationally recognized expert in U.S. taxation and tax policy, and has lectured on these topics across several continents. Kaplan has testified before the U.S. Congress on multiple occasions and authored innovative course books in income taxation and international taxation. He has developed law school courses in elder law, co-authoring the book 'Elder Law in a Nutshell'. Kaplan has served as the faculty advisor for the Elder Law Journal since its inception in 1992, and has received numerous accolades for his teaching, including the Campus Award for Excellence in Graduate and Professional Teaching at the University of Illinois.
