Biography

Richard Larkins is a retired partner from Ernst & Young’s National Tax Department in Washington, D.C., where he specialized in taxation of financial products and transactions for 18 years. With a total of twenty-five years of experience in taxation and financial products transactions, Richard has consulted on a wide range of tax issues involving debt instruments, cross-border financing, bankruptcy workouts, debt renegotiations, derivatives, hedging transactions, and securitizations. He is a frequent speaker at tax conferences and has authored numerous articles on topics related to taxation and financial transactions. Richard is a contributing author for the 'Federal Income Taxation of Debt Instruments' (2021 Edition) published by CCH. Before joining EY in 2002, he was a Principal at Arthur Andersen's Office of Federal Tax Services in Washington, D.C. His previous roles also include serving as an Attorney-Advisor for the Internal Revenue Service and Special Assistant Attorney General in the Tax Division of the U.S. Department of Justice. Richard is admitted to the Bar in Illinois and the District of Columbia and is a Certified Public Accountant licensed in Washington State and the District of Columbia. Additionally, he is an active member of various professional associations, including the American Institute of CPAs and the National Bar Association, and has held leadership roles within the D.C. Bar Association.
