Biography

Richard J. Sullivan is an adjunct professor at Columbia Law School, where he teaches courses on sentencing jurisprudence. He is also a sworn judge on the United States Court of Appeals for the Second Circuit since October 2018. Prior to his judgeship, he spent eleven years as a trial judge in the United States District Court for the Southern District of New York, based in Manhattan. Before his judicial career, Judge Sullivan served as General Counsel and Managing Director for Marsh Inc., a prominent risk management and insurance brokerage firm, from 1994 to 2005. He has significant prosecutorial experience as an Assistant United States Attorney for the Southern District of New York, where he was the Chief of the International Narcotics Trafficking Unit and the Director of the New York/New Jersey Organized Crime Drug Enforcement Task Force. He has received accolades such as the Henry L. Stimson Medal from the New York City Bar Association in 2003 and was named Prosecutor of the Year by the Federal Law Enforcement Association in 1998. Judge Sullivan began his legal career as an attorney at the law firm Wachtell, Lipton, Rosen & Katz and served as a law clerk to Honorable David M. Ebel on the U.S. Court of Appeals for the Tenth Circuit. He is also involved in the New York American Inn of Court and has taught previously at Fordham Law School.
