Biography

Robert Lapper, KC, is a distinguished lawyer and professor specializing in Public Law, Access to Justice, Aboriginal Law, Alternative Dispute Resolution, and Professional Regulation. He began his career in private practice before joining the Province of British Columbia as Senior Counsel for Aboriginal Law and later held several senior executive positions, including Assistant Deputy Attorney General and Deputy Minister of various portfolios. In 2012, Robert moved to Toronto to become the Chief Executive Officer of the Law Society of Upper Canada (now known as Law Society Ontario), a position he held for six years. He currently teaches courses in Legal Ethics, Law, Legislation, and Policy, and Dispute Resolution at the University of Victoria, where he also serves on the Executive of the Access to Justice Centre for Excellence. His teaching and community-based research emphasize a cross-disciplinary approach to issues surrounding access to justice and professional regulation, integrating perspectives from public administration, public health, and the social sciences. Robert is a member of the Steering Committee for Access to Justice British Columbia and is a director of the Innocence Canada Foundation, in addition to serving on numerous government and quasi-governmental commissions and advisory boards.
