Dr. Robert Zemsky

Biography

Robert Zemsky spent his career at the University of Pennsylvania focusing on how best to keep universities true to their missions while remaining market smart. He currently serves as chair of the Learning Alliance, a broad coalition of experts assisting institutions of higher learning in striking a balance between market success and public mission. Dr. Zemsky was the university's chief planning officer and served as the master of Hill College House. For 20 years, he served as the founding director of the university's Institute for Research on Higher Education, one of the country's major public policy centers specializing in educational research and analysis. His research included pioneering the use of market analyses within higher education. Dr. Zemsky has argued that colleges and universities are being transformed by globalism, shifting technology, and the importance of adapting to the educational marketplace. He has been involved with various national initiatives and advisory boards, and has consulted internationally on education systems in several countries. Additionally, he has authored multiple publications focusing on higher education reform, including leading discussions on three-year college degree programs and improving educational access and efficiency across the sector.
