Biography

Rolf van Wegberg is an associate professor of cybercrime governance at Delft University of Technology in the Organisation & Governance section, part of the Faculty of Technology, Policy Management. Originally trained as a criminologist, he earned his MSc degree (cum laude) from Leiden University, with a thesis focused on money laundering in the Netherlands. He completed his dissertation on 'Outsourcing Cybercrime' at Delft University of Technology, linked to the MALPAY project, a stakeholder-funded initiative examining cybercrime in the financial sector. In this project, he studied the criminal strategies employed by cybercriminals for outsourcing key elements of their business models, as well as the interactions between these strategies and the security policies of financial service providers and law enforcement. Rolf currently leads research projects and teaches governance of cybercrime, emphasizing the real-world impact of his work, which has fostered structural collaborations with Dutch law enforcement agencies and resulted in government-funded research projects. He also serves as an expert witness in cybercrime-related court cases and trains law enforcement and judicial professionals in various aspects of cybercrime policing.
