Dr. Roy Kelly

Biography

Roy Kelly is Professor of the Practice Emeritus at the Sanford School of Public Policy at Duke University, specializing in local government finance and fiscal decentralization. With a Ph.D. from Harvard University, he has over 40 years of experience in academia and public policy, focusing on tax analysis and project evaluation in various regions, including Asia, Africa, and Latin America. Before joining Duke, he spent 19 years at the Harvard Kennedy School and has served as a resident advisor for governments in Indonesia, Kenya, and Cambodia, contributing to short-term advisory projects in 30 countries. His notable works include contributions to the World Bank and Asian Development Bank, and he has published extensively on property taxation and local government finance reform. Kelly's research interests encompass fiscal decentralization, revenue mobilization, and public financial management.
