Biography

Samuel Rascoff is an expert in national security law and serves as the faculty director of the Reiss Center on Law and Security at New York University School of Law. He was named a Carnegie Scholar in 2009. Prior to his current role, he worked with the New York City Police Department as the director of intelligence analysis, where he led a team responsible for assessing terrorist threats to the city. Rascoff graduated summa cum laude from Harvard University and received class honors from Oxford University. He also earned his J.D. from Yale Law School, where he previously served as a law clerk for Supreme Court Justice David H. Souter and Judge Pierre N. Leval of the Court of Appeals for the Second Circuit. Rascoff has also worked as a special assistant with the Coalition Provisional Authority in Iraq and was an associate at Wachtell, Lipton, Rosen & Katz. His publications include significant works such as “Presidential Intelligence”, “Counterterrorism and New Deterrence”, and “Establishing Official Islam? Law and Strategy for Counter-Radicalization”.
