Dr. Sarah Hammer

Biography

Sarah Hammer is the Managing Director of the Stevens Center for Innovation in Finance and the Senior Director of the Harris Alternative Investments Program at the Wharton School of the University of Pennsylvania. She teaches an upper-level Juris Doctor course on financial regulation at the University of Pennsylvania Law School. Hammer previously served as the Acting Deputy Assistant Secretary for Financial Institutions at the U.S. Department of the Treasury, where she directed the department’s policy responsibilities involving financial institutions and oversaw areas related to compliance and cybersecurity. She has held leadership positions in financial services, encompassing roles in general management, portfolio management, trading, marketing, research, and analytics at major firms including Vanguard Group, PIMCO, JP Morgan Chase, BlackRock, and Tudor Investments. Furthermore, she is a board member of the Independent Management Advisory Committee for the International Telecommunications Union, a United Nations specialized agency. Hammer earned her J.D. from the University of Pennsylvania Law School and an M.B.A. from the Wharton School, along with a Master of Studies from Oxford University.
