Dr. Scott Harrington

Biography

Scott Harrington is the Alan B. Miller Professor and Chairperson of the Health Care Management Department at the Wharton School of the University of Pennsylvania. He serves as the academic director of the Wharton/Penn Risk Insurance Program and is a senior fellow at the Leonard Davis Institute of Health Economics. Harrington has also held the position of adjunct scholar at the American Enterprise Institute and has been an active president of the American Risk Insurance Association and the Risk Theory Society. His research and consulting work focus on health care finance, insurance economics, and the broader implications of regulatory policies. Harrington’s contributions to the field include serving as an expert witness to the U.S. House and Senate, particularly on matters regarding the identification of systemically significant insurance organizations. He was also a member of the U.S. Treasury Department's Federal Advisory Committee on Insurance from 2012 to 2013. His recent policy research has delved into the causes and implications of the financial crisis, enhancing financial regulation, and evaluating the regulation of health insurers amid health care reform. In his teaching, he covers topics in health care finance, health care systems, and econometric methods within health economics and health services research.
