Dr. Sebastian James

Biography

Sebastian S. James is a Professor of the Practice at the Sanford School of Public Policy at Duke University, where he is also an affiliate of the Duke Center for International Development. He holds a Ph.D. from Harvard University, a Master of Public Administration from Harvard, and a Bachelor of Science from the Indian Institute of Technology, Delhi. Prior to his role at Duke, he worked for fifteen years as a Senior Economist at the World Bank, where he formulated tax policy, tax administration, and promoted economic growth in various countries across Africa, Asia, Latin America, the Middle East, and Eastern Europe. His expertise extends into areas such as investment policy, inequality, and climate change, particularly concerning the influence of tax incentives. His notable works include contributions to various scholarly publications discussing the effectiveness of tax incentives and their impact on global investment climates.
