Dr. Shelley Welton

Biography

Shelley Welton is the Presidential Distinguished Professor of Law at the University of Pennsylvania Carey Law School, where she specializes in administrative, regulatory, and compliance law, with a significant focus on environmental law and policy. Prior to her appointment at Penn, she served as a faculty member at the University of South Carolina School of Law, where she taught courses including administrative law, energy law, and environmental justice. Welton is actively involved with the Kleinman Center for Energy Policy, contributing to interdisciplinary approaches to energy policy issues. Her scholarship has been published in prestigious journals such as the Yale Law Journal, Stanford Law Review, and the Harvard Environmental Law Review, among others. Before her academic career, she was the deputy director of Columbia Law School’s Sabin Center for Climate Change Law. Welton holds a PhD in Law from Yale University, a JD from New York University School of Law, a Master of Public Administration in Environmental Science and Policy from Columbia University, and a BA from the University of North Carolina at Chapel Hill.
