Dr. Shiling Xiao

Biography

Shiling Xiao is a lecturer in Law at the University of Manchester, having joined in May 2024. He completed his LL.B in 2014 from Southwest University of Political Science and Law in Chongqing, China, and continued his studies with an MPhil from the University of Macau in 2017, followed by a Ph.D. from the University of Hong Kong in 2022. Before his current role, he served as a post-doctoral researcher at the School of Law at the City University of Hong Kong from September 2022 to April 2024. His research interests are centered around public law, particularly in the domains of constitutional review, constitutional orders, and the interaction between law and politics in authoritarian and hybrid regimes. He also focuses on judicial review, administrative rule-making, and comparative public law. Teaching areas include constitutional law and administrative law, contributing to the development of students' understanding of legal frameworks and principles. Xiao's work aligns with various UN Sustainable Development Goals, reflecting the commitment to address global challenges through legal scholarship.
