Biography

Thomas Rice is a Distinguished Professor in the Department of Health Policy and Management at the University of California, Los Angeles (UCLA) Fielding School of Public Health. He served as the Vice Chancellor for Academic Personnel on the UCLA campus from 2006 to 2011. His teaching focuses on international health care systems, health economics, and current issues in health policy. Rice's research interests cover various subjects including comparative health systems, behavioral economics, economic behavior of physicians, health insurance for seniors, cost containment in health care, and the role of competition in health care reform. He has testified before the U.S. Congress on numerous health policy matters. In 2006, he was elected to the Institute of Medicine (now known as the National Academy of Medicine) and received the Article-of-the-Year Award from the Association for Health Services Research in 1998. He served as an editor for the journal Medical Care Research Review between 1994 and 2000. His notable publications include the books "Health Insurance Systems: International Comparison" (2021), the fifth edition of "Economics of Health Reconsidered" (2023), and "United States of America: Health Systems Review" (2020).
